Maria Elena “Merlyn” Linquico Germar is the newly minted Municipal Mayor of Norzagaray, a first-class municipality in the Province of Bulacan, who started her term on July 1, 2022. She was born on June 23, 1960. She is the wife of former Mayor Alfredo G. Germar, who served three consecutive terms from 2013 to 2022.

Mayor Merlyn and Alfredo Germar have three children: Alfredlew Paul L. Germar, Abegail Germar-de Guzman, and Aileen May Germar-Barrameda. Alfredlew is the former President of the Association of Barangay Captains (ABC) and married to Attorney Nicolette Queency Torres. Abegail is married to Dr. Eduardo de Guzman, while Aileen May is married to Angelo Barrameda, an Entrepreneur.

Mayor Merlyn studied at Manuel Quezon University, where she pursued a Bachelor of Science in Business Administration, major in Management. She is a working member of St. Andrew, the Apostle Church Parish, and the Inner Wheel Club. She is also the founding member and Honorary Chairperson of Samahang Katuwang ng Norzagaray, Inc., an active and accredited civil society organization in the municipality.

Before becoming the Mayor of Norzagaray, Mayor Merlyn was already an accomplished woman being the Proprietor of Sta. Elena Trading, the Financial Officer of AG Germar Construction, and the General Manager of Highway Trading. She divested these positions upon assuming office to uphold public interest above personal interest.

As Mayor, Merlyn has continued the legacy of service and dedication set by her husband. She is known for her hands-on approach to governance, often visiting barangays to personally engage with residents and address their concerns. Mayor Merlyn is a staunch advocate for gender equality and empowerment, recognizing the important role that women play in the development of society.

Mayor Merlyn's leadership has been characterized by her passion for serving the people of Norzagaray and her commitment to their welfare. Her first term as Mayor has been marked by significant achievements and improvements in Norzagaray, making her a respected and admired leader in the municipality.

Throughout her tenure, Mayor Merlyn has implemented various programs and initiatives aimed at improving the lives of Garayeños. Her administration focuses on community development, infrastructure improvement, and environmental sustainability.
